A silver plated soup or punch ladle, made in England in the late 19th century. 
It is marked on the handle with the Blair family crest, which includes the motto "Virtute Tutus" (by virtue safe) above a dove with expanded wings holding an olive branch. 
It is otherwise unmarked, as this was not a requirement for silver plate in England. 
The bowl is very deep, perfect for soup or punch.
